Why was albert haynsworth given so much money?

I know he played for the titians before he went to the redskins but why would they offer him so much money? Was he like a total beast or somthing with the titians and they thought he could only get better or somthing? also since they redskins are probably gonna be realesing or trading him what is this gonna do to their salary cap? thanks
