How come certain races are nice if you say hi like Asians but some races like whites don't feel entitled to?

I mean should Asians really be faulted for being unfriendly? I ask this in relation to girls wanting guys to step up and say hi to them and to the encounter we had living in NV with me and my friends and his neighbor who is a typical white conservative looking girl(probably some anarchist). One of my friends decided to just say a friendly hi to her, but she never smiled or anything.
