Isn't Anarchist Communism a "work or starve" philosophy just as Capitalism is?

Reading Kropotkin, he says loafers, those people who refuse to work or can be accepted by no guild of workers and can find no charitable support, will be shunned from the society and cast off (not forcefully, just socially). Does this not make Kropotkin's philosophy one of "work, or else we don't accept you?" I supported Anarchist-Communism wholeheartedly until hearing this contention for which I can find no suitable answer.
